IMPACTA LAW has successfully represented ArcelorMittal Kryvyi Rih during the sunset investigation regarding antidumping measures on imports of carbon and alloy steel bars into Ukraine. The goal was to prevent the termination of antidumping duties due to the expiry of their application period and to prevent the resumption of dumped imports by foreign manufacturers.
IMPACTA LAW's international trade practice team developed and implemented a set of legal and economic arguments and prepared a comprehensive evidence base, which were taken into account by the investigating authority during the sunset investigation of antidumping measures.
Following consideration of the claim prepared by IMPACTA LAW lawyers and the sunset investigation carried out by the Ministry of Economy, the Interdepartmental Commission on International Trade (ICIT) adopted Decision No. AD-589/2026/441-01 dated 26 January 2026 No. AD-589/2026/441-01 ‘On the extension of antidumping measures on imports into Ukraine of carbon and alloy steel bars originating in the Republic of Belarus and the Republic of Moldova,’ according to which the effect of these measures was extended for a period of five years.
IMPACTA LAW Counsel on trade investigations Yevgen Ivanets, case leader:
“In the context of significant problems in the energy sector and logistics, increased costs and other factors caused by the war, decisive and timely counteraction to unfair dumping practices is of particular importance in preventing trade risks for national producers.
This case is an example of IMPACTA LAW's approach, which combines comprehensive legal and economic assessment to support clients' position and proper interaction with state authorities responsible for trade investigations.
The decision adopted by the ITC allows our client, ArcelorMittal Kryvyi Rih, to plan production and sales with greater confidence, supporting the stability of its operations”.
