Ukraine Launches Comprehensive Housing Policy Reform

Insights from the IMPACTA LAW team who contributed to the development of the Law of Ukraine “On Fundamental Principles of Housing Policy”

On 13 January 2026, the Verkhovna Rada of Ukraine adopted Draft Law No. 12377 “On Fundamental Principles of Housing Policy” (the Law), launching a comprehensive reform of outdated housing ownership and use models in Ukraine. On 15 February 2026 the Law has entered into force.

Olena Savchuk (Counsel at Banking & Finance) and Tetiana Storozhuk (Counsel at Real Estate & Construction) contributed to the development of the Law as members of the parliamentary multi-partisan working group. Over nearly three months, they participated in the work providing expert comments for the first and second readings, analysing key legislative concepts, and engaging in expert discussions.


What’s Inside the Reform

The Law introduces a system-wide review of housing relations, addressing long-standing inefficiencies in the management, use, and renovation of housing stock. It creates a legal basis for a comprehensive audit of housing assets and modernises inherited housing policy approaches. One of the core elements of the reform is strengthening the right to housing for priority social groups, including military personnel and State Emergency Service personnel, through updated state support mechanisms.

The Law also introduces new comprehensive instruments tothe housing market, including the creation of the Unified Housing Register, which is planned to be used for analysis, systematisation and monitoring of housing information across various sectors. Rent-to-own schemes, revolving housing fund, and public-private partnership tools are also among the instruments covered by the Law. These mechanisms are aimed at improving transparency, access to housing, and the long-term sustainability of the housing sector.
