On 21 August 2026, Guaranteed Buyer JSC announced three auctions for the allocation of the annual support quota for the construction of new renewable energy facilities with an aggregate capacity of 850 MW. The auctions will be held in September 2026 through the electronic trading system operated by Prozorro.Sale JSC.
Applications are now open and must be submitted through an authorised electronic marketplace by the relevant deadline indicated below. Each application must include a sealed bid specifying the proposed capacity and bid price, together with the required supporting documents.

The auctions cover 850 MW of the aggregate annual renewable energy support quota of 1,000 MW for 2026. The remaining 150 MW is allocated to other renewable energy sources, including biogas, biomass and small hydropower, with the relevant auction scheduled for October 2026.
Eligible project locations
Projects must be located in the city of Kyiv or in one of the following regions: Dnipropetrovsk, Zhytomyr, Zaporizhzhia, Kyiv, Kirovohrad, Mykolaiv, Odesa, Poltava, Sumy, Kharkiv, Kherson, Cherkasy or Chernihiv.
Projects may not be located in territories included in the official list maintained by the Ministry for Development of Communities and Territories of Ukraine as territories of active hostilities, including those where state electronic information resources remain operational, or as temporarily occupied territories, where no date for the cessation of hostilities or termination of temporary occupation has been specified.
Support mechanism and term
Successful bidders will receive support through a one-sided market premium mechanism, also referred to as a feed-in premium or "FiP". They Producers sell their electricity themselves — under bilateral agreements or on the day-ahead or intraday market — and Guaranteed Buyer JSC providesmaywill sell electricity independently on the markets (under bBilateral Aagreements, or on the Day-Ahead Market or Intraday Market), while Guaranteed Buyer JSC will purchase provide for the market premium service.
The market premium is calculated based on the difference between the auction price and the calculated reference market price of electricity. If the aggregate amount calculated for a settlement month is positivepositive, Guaranteed Buyer JSC pays that amount. If it is zero or negative, neither party makes a paymentbelow the referece market price, it the difference is paid by Guaranteed Buyer JSC. If the aggregate amount is zero or negative, no payment is made by either party.
The premium applies only to electricity actually delivered and sold by the relevant facility, and only up towithin the capacity awarded with feed-in premium support. Bids are submitted in euros, while payments are calculated in hryvnias in accordance with the rules approved by the National Energy and Utilities Regulatory Commission.
Support is provided for 12 years, commencing on the first day of the calendar month following the month in which commissioning of the relevant facility is confirmed.
Auction procedure
Each auction will be conducted as a sealed-bid auction with multiple successful bidders. At least two applications are required for an auction to proceed.
After the application deadline, the electronic trading system will rank the bids from the lowest to the highest price and provisionally allocate the available quota in that order. Guaranteed Buyer JSC will then review the applications and supporting documents submitted by the potential successful bidders. The final results will be recorded in an auction protocol, following which each successful bidder will enter into a market premium agreement.
Application documents must be valid, contain accurate information as at the submission date and be prepared in Ukrainian. Documents issued in another language must be accompanied by a Ukrainian translation certified in accordance with the Law of Ukraine "On Notaries".
Participation restrictions
The following key restrictions apply:
a separate application must be submitted for each facility, construction stage or start-up complex, and no more than one application may be submitted for the same facility, construction stage or start-up complex within a single auction;
the facility must not receive, or have previously received, support under a feed-in tariff or an auction price, or any other support or cost compensation;
as at the date of execution of the market premium agreement, the facility must not be subject to a price stability service agreement under part 7 of Article 71 of the Law of Ukraine "On the Electricity Market"; and
a bidder, whether acting alone or together with other entities having the same ultimate beneficial owner, may obtain no more than 50% of the aggregate annual and additional annual support quotas for the relevant year.
Financial security
A bidder must provide separate bid security for each application in the amount of EUR 5 per 1 kW of proposed capacity – equivalent to EUR 5,000 per MW. The security may take the form of an unconditional and irrevocable bank guarantee or a cash deposit in the UAH equivalent, transferred to a dedicated account of Guaranteed Buyer JSC or placed in the bidder's escrow account.
Before entering into the market premium agreement, a successful bidder must provide performance security of EUR 10 per 1 kW of the capacity awarded support and submit evidence of payment of the electronic marketplace operator's fee. The performance security may also take the form of a bank guarantee or a cash deposit.
Bank guarantees may be issued, and escrow accounts may be opened, by Oschadbank JSC or another eligible Ukrainian bank.
Ukrainian banks issuing or advising guarantees or maintaining escrow accounts must have the status of a systemically important bank and, where the secured amount exceeds EUR 250,000, must also hold a long-term national-scale credit rating of at least "uaA".
Eligible non-Ukrainian banks may not maintain escrow accounts and may only issue: (i) a bid guarantee; (ii) a performance guarantee; or (iii) an additional performance guarantee. Such guarantees must be issued by authenticated SWIFT message and advised to Guaranteed Buyer JSC through an authorised Ukrainian bank. The issuing non-Ukrainian bank must hold an investment-grade foreign-currency credit rating of at least "A-" on the international scale of foreign-currency credit rating equivalent to at least "A-" from Fitch Ratings, Moody’s Investors Service or Standard & Poor's.
Specific conditions for solar-plus-storage projects
Solar-plus-storage projects must satisfy the following additional requirements:
the installed power capacity of the energy storage facility must be at least 80% of the aggregate installed capacity of the relevant solar generating units;
the energy storage capacity must be at least 2 kWh per 1 kW of installed solar generation capacity;
support is available from 00:00 to 11:59 and from 14:00 to 23:59 – no support is provided between 12:00 and 13:59; and
the technical parameters of the energy storage facility must be specified in the application and subsequently reflected in the grid connection agreement.
